From 2022 to 2024, Dr. Burton served as doctoral chair and adjunct faculty at Capitol Technology University, guiding postgraduate candidates in their research while contributing to curriculum development. Concurrently, she served as a senior business process engineer at Randstand Technologies from 2023 to 2024, where she optimized business processes and integrated best practices in technology management.
Between 2022 and 2023, Dr. Burton worked as a consultant and senior organizational development and change management leader at Vista Global Solutions. She provided strategic guidance on organizational transformation initiatives and led change management projects for diverse clients. From 2021 to 2022, she was a consultant and senior program manager in the program management office at Rangam Consultants Limited at JNJ, overseeing large-scale programs focused on operational efficiency.
In 2019, Dr. Burton contributed as a consultant, senior instructional systems designer, and trainer at Project 2016 LLC, where she developed training programs tailored to client needs. From 2016 to 2019, she served as a contractor and senior organizational change management and process design specialist at McMenamin Consulting Group, leading process improvement initiatives within the U.S. government.
Her earlier leadership roles include serving as the Chief Learning Officer for the District of Columbia Government Office of Contracting and Procurement from 2014 to 2015, where she directed learning strategies for government employees. As a senior information technology business analyst at Brooksource Consulting from 2013 to 2014, Dr. Burton managed complex IT projects that enhanced business operations. From 2011 to 2013, she served as the global systems and training project manager at Laureate Education Inc., overseeing international IT training initiatives.
Dr. Burton’s academic background is extensive and foundational to her professional success. She earned a Doctor of Philosophy in cybersecurity leadership from Capitol Technology University in 2022. In 2014, she completed a Doctor of Business Administration in quality systems management at The National Graduate School of Quality Management (NGS). She holds two Master of Business Administration degrees, one in human resources and another in operations management, from American InterContinental University, both awarded in 2006. Her academic journey began with a Bachelor of Science in criminology from Florida State University in 1984.

Dr. Burton’s involvement with professional organizations includes membership in the Asian American Government Executives Network and the American Society of Quality (ASQ). Her leadership extends beyond academia; since 2015, she has served as executive coach and panel speaker for the Asian American Government Executive Network and as library program provider and public speaker for New Castle County Library. Since 2023, she has also served with the MC 917 Foundation Inc., wherein she holds the position of secretary. Also, she serves as a board member for the Housing Opportunities of Northern Delaware (HOND).
Her achievements have been recognized with several awards: the Serco Excellence Award from Serco Inc. in 2010, the Freda R. Caspersen Award from the Beneficial Corporation Foundation in 1996, and Black Achiever of Delaware honors from the Walnut Street Branch YWCA in 1995.

Outside her professional commitments, Dr. Burton enjoys reading, sightseeing, writing, and participating in literature festivals. She is dedicated to mentoring others through community engagement initiatives, including collaborating with scholarship groups and participating in church activities, while fulfilling her university responsibilities.
