NHS launches early engagement for £900m construction framework

NHS Shared Business Services (NHS SBS) has launched preliminary market engagement on the second generation of its Public Sector Construction Works framework, expected to be worth £900m including VAT.

The four-year framework is due to run from October 2027 and will cover construction works and professional services for NHS and wider public sector bodies across the UK, Guernsey, Jersey and the Isle of Man.

The revised framework will include three lots: minor works, intermediate works, and major works.

Small and medium-sized enterprises and voluntary sector organisations are encouraged to apply.

A previous iteration comprised five value-banded lots across regional and national levels, ranging from below £2.5m to more than £35m.

NHS SBS said the engagement process will help shape its procurement strategy and service specifications.

A preliminary market engagement questionnaire must be completed by noon on 13 November 2025. Suppliers will also be asked to indicate interest in further engagement such as webinars.

The current framework expires in December 2027.

A contract notice is expected to be published in September 2026.
